DISEC must act noting international regulation, accountability
frameworks, ethical deployment standards, and mechanisms to ensure
compliance with human rights and international law in such areas.

threat of mass surveillance looms over people. This session calls upon
delegates to address the legal and ethical implications of
surveillance technologies. It challenges the Council to craft
international norms that uphold privacy and prevent the abuse of power
through technological means. The UNHRC must now ask: "In a world that
sees all, how do we preserve our right to live unobserved?"
